Not sure why you think they can't hit generals. Over 750 hours in game 2 and I've only had one game where they were slightly annoying and that was as Empire and I was at war with Greenskins, Norsca, VC, Chaos and some other minor factions so had lots of big enemies right next to me. They'll steal your tech, assault garrisons etc but not to a crazy degree. Also they can no longer kill/wound your generals so it just becomes heroes killing/wounding heroes.
